He is being one yes. And has been one and he’s not keeping his word. I do not have a contract it was a verbal agreement that we had.

If you have no written contract then you have no obligation to stay. You agreed to the verbal contract under the conditions that you would have a good work environment and that he would keep his word.
In other words, dump him the best chance you get and don't feel bad about it. He's not keeping up his end so you have no reason to keep up yours
