@Lemon: Hey there! I would say you're welcome anywhere! Hangouts has the most consistent posting, I believe, and most of the groups who talk in them would welcome you with open arms.
Chit Chat and Voltra Discussion are otherwise good places to find some random threads to engage in.
If you would like, the Hangout I chat in often is called the Black Box, and we're very friendly there. Panda's Loving Charity is more fast-paced if you prefer, and people might give you some volts/items if they see you just starting out. ^^
