They get them from other places. They always have a few laying around and those things are heavy.

Oh and Abby did get shot, but she survived and then resigned from NCIS
Ah, well at least she didn't die. That would've been much worse.
I guess being shot made her decide the job just wasn't worth it?
Someone else also got shot, who had a dream of running a charity. He died and Abby decided to do it for him.
Ahhhh, that's very good of her.
And it leaves it open for cameos and possibly coming back.
