Millet, spilling the tea: Theres not a ton of active people on Voltra-let alone consistently active. Maybe we make our way to six districts and everyone gets entered twice? Second chance survival kind of thing?

The other thing, is if it gets to the point where people are too antsy for it, I can just fill the rest with my own characters that literally can't win. (If they win, there's a second roll. They're literally just there to fill the gaps)
