probably because one of the chemicals used in the marshmallows (i.e: for preservation or texture) was harvested from the fish in question. god knows. i sure as fuck don't.
Probably in the gelatin. It doesn't specify the source of the gelatin in the ingredient list, and fish is sometimes used for gelatin; you frequently see it in Kosher products. If they use fish gelatin (or other fish-derived ingredients) where these are made, there's a chance of mixing even if these aren't made with fish gelatin specifically, like how things made in places where food with nuts is also produced will warn that they could contain trace particles of nuts.
