It's not just people who live in my state that are in the balloon festival.
and I am sure there are qualifications and sometimes life gets busy.
And some i am sure retire.

@Unicorn: yup and on the fb page it usually tells us what balloons are going to be there
with photos and such too.
@MoodyBats: well that is very cool that they have a fb page to let everyone know on what will be there each year
