If Val is a royal, her being in Voltra *should* be a reason to strengthen ties between Voltra and Metal Realm.
But they sent this rooster headed jerk, with an overbearing order to "bring those two back under any means necessary."
She's an adult now, and is not being held against her will.
If they'd looked into the matter before being so overhearing, they'd know this, and could have conducted themselves with more dignity.
