its possible that he is the one who broke the statue, and someone else try to fix it for him tho
like the other VPD maybe?
they are quite close, and they are maybe the only group of people that have something to lose if they are found out to be breaking the statue ( other than Volkan )
i.e getting fired xD
seems like the other NPCs are their own boss, except them

Raxton is smaaaaart. I didn’t even realize it looked like someone was trying to fix it. But Garry is a good baby and would prolly confess if asked. Your theory of one of the other VPD trying to fix his mistake is also pretty good, especially since it sounds like such a parental move, and one of the VPD members is a dad...

Buuuuut still thinking it was Volkan who did it, and maybe Vanora is trying to cover up for her dad because it’s just another thing he messed up.

the paint is hers
the hairdryer is vivi's which she can easily obtain
and bandages... she is selling a lot of them in her shop

Oh shiet, and Volkan was wearing a different colored shirt than he usually does... which means it prolly got ruined when he wrecked the statue...
I’m sure Vanora is the one who provided him a fresh new shirt too... and while he was changing, she got all the items to try and fix the situation. She prolly stopped when she realized she was making it worse or someone interrupted her from finishing...

yeahh.. i mean she is one of Volkan's alibi.. beside Vivienne & the VPD
and they make it sound like Volkan is clean by the statement "he was never alone at any point"
it is also possible that all the 3 of them are covering for Volkan as well?

VPD -> not letting anyone go near the statue

they have the motive as well..
