I don't know the names of the NPCs at the concession stand, but imagine their point of view.
Vreg rolls up and digs through their trash to find a whistle, all while eyeballing their tip jar.

@Vregory: Talk to Vivi and return the whistle. Make sure to warn her that you found it in the trash. She should wash it off somewhere.

Everyone knows that all good adventures have *some* trash scavenging.
It's an RPG pastime.

We should have Vreg warn her about that when he gives it to her.

Also, if you look at he concession stand scene, you can totally see the whistle in the garbage. I didn't notice before cuz I didn't know what to look for, but I see it now.
