This is a false statement in the area we're having our wedding. October is supposed to be at least moderately chilly, enough that the leaves turn.

I'm going to complain anyway because I love October weather and the problem is how /unoctober/ the weather has been q.q

And I'm doing October because of a variety of reasons that narrow down to loving the fall, wanting the wedding soon before my mom, um, gets sicker, and also arranging a date that doesn't conflict with a tax deadline lol

Unofficially, I believe the site rate the last time I paid in Ohms was 20 volts to 1 Ohm. Overall, it's a site thing and it's really whatever you can get someone to buy/sell to you. There's no actual set rate that everyone has to follow.
