I think it's because you can get the Snowy Suspect from the goodie bag, and the goodie bag is the same price as the Snowy Suspect. I do think it would have been better if the goodie bag gave two of the non-Snowy Suspect items instead of one though, like how the Winter Stocking (Winter Solstice '18 Goodie Bag) gives multiples of some items depending on what you choose. Personally, I just bought one goodie bag for when the consumable items are made equippable again, and then I only bought extras of the individual items instead of goodie bags since they're so expensive.
