The thing we have to decode is technically considered a code and not a cipher.
A code uses characters or symbols to represent letters or words, whereas a cipher is when the letters of the commonly-used alphabet (We'd use the English alphabet in this context, I suppose) are merely moved around or changed to obscure meaning ^^;;
