Oh, oh oh, reread the fourth post of the Card Knight. It specifically says she "got uncomfortably close to him."
Man, I'm having trouble deciding, Rabbit or Knight.
I like Luffer's suggestion that they were working together.

It stands out because it actually says that she got close to Static. Close enough to slip it in his pocket. Plus she is also a master of slight of hand.

I might add, that no where else does it ever really mention a character getting close to Static except for the Card Knight.

I'm almost wondering if the whole rebellious thing was a ruse and The Queen is in on it. It's awfully convenient that the Knight didn't initially take the stand.

@Fielkun: Yes. Someone has planted the top half of the scepter in Static's pocket and the Knight was the only one who got close enough to him to do so. She's also a master of swift hands being a card dealer.
