They contain the items in the shop! For the goodie bag, you can open it for your choice of one of the items that are in the shop. Bundles contain one of each of the items that are in the event shop. The bundle is also cheaper than buying each item individually

Also, I guess only 14 of the 15 NPCs got items this time if the bundles and bags are out now? Unless they just released the bags and bundles before that item
