@Rallaa: Tis quite possible he was not sent as an official emissary. His actions and evasions of official policy commentary indicate he was sent, in a sense, illegally, sent by one of the Four without the others knowing, much less consenting, rather than by the Four.

If one feels that they need not stay within laws set by the lands, they will be a danger regardless, be they a realm or a single person.
