@RainbowPanda: We figured out that the fish messages were used to get a number code to open a magical locked box.
The box contained another key.
We found Virgil and another locked box that needed 5 keys.
After taking virgil back to Violet, she gave us the last key we needed.
Then we went to the different locations with Virgil and talked to the NPCs once more
And then finally opened the box and won.
Inside was a note that was insulting Vreg, but he was just like "This was fun. Wish we could thank them."
And Virgil said that Vreg deserved a better prize, so he left to get one for him, and all of us.
